For a mere 99 cents Sun Alert digs up "the near-real time data of the UV radiation for your location and calculates how much time you can safely spend in the sun.” Or you could go with Sunblock, which pretty much does the same thing, plus factors in your skin type and environment modifiers for $1.99.
