Retired Army Medic Rigo Cisneros, the next-door neighboor of College Station shooter Thomas Caffall, took cover on his porch and filmed video (below) from his cell phone while Police secured the shooting scene. Cisneros first called Police after he witnessed Caffall exchanging gunfire with Police, then called back again when he saw that an officer had been shot.
Cisneros waited anxiously from his porch while the area was secured, knowing that an officer later identified as Constable Brian Bachmann lay wounded and dying in the walkway in front of his neighbor's home. Immediately when Cisneros was given clearance that the area was secure, he rushed forth to perform CPR on Bachmann, but by that time 10-15 minutes had passed, and it was too late.
"I performed CPR. There were no vital signs on the constable when I got there," Cisneros told media. "He took one clear gunshot wound to the chest."
When it was clear that Bachmann could not be saved, he moved on to tend to Caffall, the shooter, who was still alive.
"I was asking him questions, like if he knew he was allergic to anything," Cisneros said on Monday. "[Caffall] looked up at me and asked me to apologize to the officer that was shot."
Caffall was still conscious as an ambulence later drove him away, but later passed away.
